Xuzhou Xuanshui Lake (Garden Expo Park) Scenic Area is located 20 kilometers southeast of the main urban area of Xuzhou City, adjacent to the new urban area of Xuzhou. It covers an area of approximately 6 square kilometers and is the core area of a provincial-level tourist resort and ecological demonstration zone in Jiangsu Province.

The scenic area is renowned for its beautiful scenery, with mountains and waters blending together. The mountain ranges are layered and the lake water ripples gently. It is famous for its "green mountains, clear water, strange rocks and ancient town". The ecological environment is superior and the air is fresh, just like a natural oxygen bar. The area is rich in mountain and forest resources with diverse vegetation types. There are nearly 500 species of plants belonging to over 100 families and nearly 250 species of animals belonging to over 20 families. The forest coverage rate reaches 46.2%.

The scenic area has a long history and rich culture, with numerous historical sites. During the Spring and Autumn Period, Confucius once stopped by Hongbian in Luliang and witnessed the magnificent scene of "thirty feet of water suspended and forty miles of foam flowing", leaving behind the timeless famous lines, "Time flies like this, never ceasing day or night." Later generations built the Confucius Temple, the Chuan Shang Academy and the Confucius' Taoist Pavilion on the mountain top in memory of Confucius. Currently, there is a stele titled "Shu Zao Hong Ji of Luliang" on Fengguan Mountain. This stele was inscribed in Dan by the renowned calligrapher Wen Zhengming. Due to its excellent writing, seal script and calligraphy, it is also known as the "Three Wonders Stele".

The scenic area is rich in strange stone resources. As early as in the "Yugong", there was a record of "Sibin Fuxin" being presented as tribute from Xuzhou. Luliang stones are renowned for their "leakage, transparency and uniqueness", and Luliang inkstones are also regarded as treasures by some scholars, merchants and collectors because of their ink-like texture and oil-like release.
